The discipline of safety science and engineering of Xi'an University of Science and Technology originated from the Mine Ventilation Group of the Department of Mining and Metallurgy of Northwest Institute of Technology, which was established in 1938. The major of mine ventilation and safety was established in 1984. Xi'an University of Science and Technology is one of the earliest universities in China to set up the major of safety, and the major is one of the first two national key disciplines of safety, and among the A-Class disciplines in the fourth round of national discipline evaluation.In April 2016, by virtue of the national key discipline of safety science and engineering in our university, the two departments of safety engineering and fire protection engineering merged to form the College of Safety Science and Engineering.In October 2016, the former State Administration of Work Safety approved the establishment of the College of Safety Supervision and Management (Xi'an), which was co-located with the College of Safety Science and Engineering. In 2019, the Ministry of Emergency Management and Shaanxi Provincial People's Government jointly established Xi'an University of Science and Technology and the safety discipline. Xi'an Municipal People's Government, the Education Department of Shaanxi Provincial Government, and Shaanxi Provincial Emergency Management Department signed a contract to jointly establish the College of Safety Science and Engineering of Xi'an University of Science and Technology.
The College has 3 undergraduate majors: safety engineering (national first-class), fire protection engineering (national first-class), emergency technology and management. It has also been approved to grant doctoral (master's) degrees and professional master's degrees in the first-level discipline of safety science and engineering, and a center for post-doctoral studies.There are more than 1,000 registered undergraduates and more than 700 registered doctoral and master's students (including international students).
There are 114 faculty members in the College, including 25 professors, 30 associate professors, and 12 research fellows. The College also has members of the Discipline Evaluation Group of the Academic Degree Committee of the State Council, "Changjiang Scholars Program" distinguished professors, talents in science and technology of the national "Ten Thousand Talents Program", members who enjoy special government allowances of the State Council, winners of China Youth Science and Technology Award, national candidates for the "One Million Talents" project in the new century, national outstanding young and middle-aged experts, national safety production experts, national safety culture experts and other national talents, and provincial and ministerial talents of the Ministry of Education's New Century Excellent Talents Supporting Plan, Shaanxi Provincial High-level Personnel of Special Support Program and Shaanxi Outstanding Youth, with a total of more than 50 people.The College has developed and formed a national teaching team, an innovation team of "Changjiang Scholars and Innovation Team Development Plan" under the auspices of the Ministry of Education, two scientific and technological innovation teams in key areas of Shaanxi Province, and four scientific and technological innovation teams of Education Department of Shaanxi Provincial Government.Collectives and individuals of the College have won multiple honorary titles, including National Advanced Workers (Model Workers), National Outstanding Communist Party Members, Advanced Primary Party Organizations in Shaanxi Province, Advanced Collectives in Teachers' Ethics Training in Shaanxi Province, and Model of Work Ethics and Dedication in Shaanxi Province.
The College enjoys15 provincial and ministerial scientific research platforms, including the Key Laboratory of Western Mining and Disaster Prevention and Control under the Ministry of Education, Engineering Research Center of Western Coal Mine Safety under the Ministry of Education, Shaanxi Provincial Key Laboratory of Coal Fire Disaster Prevention and Control, National Mine Rescue Xi'an Research Center, Shaanxi International Joint Research Center for Thermodynamic Disaster Prevention and Control, Shaanxi Industrial Process Safety and Emergency Rescue Engineering Technology Research Center, Coal Fire Disaster Prevention Engineering Research Center (Coal Industry Engineering Research Center), Western Mine Gas Intelligent Extraction Engineering Research Center (Coal Industry Engineering Research Center), Xi'an Key Laboratory of Urban Public Safety and Fire Rescue, Urban Safety and Emergency Management Research Institute (jointly established with Research Center of Emergency Management Department, Xi'an Bureau of Emergency Management, and the Belt and Road Initiative Research Institute of Shaanxi Western China Development Research Center), and Shaanxi Military and Civilian Fire Evidence Identification Center. The College also hasfour national, provincial and ministerial-level teaching platforms, including the National Applied Safety Technology and Engineering Talent Training Mode Innovation Experimental Zone, the National Coal Mining and Safety Engineering Practice Education Center, the Shaanxi Virtual Simulation Experimental Teaching Center and the Shaanxi Experimental Teaching Center. Besides, 50 teaching and scientific research laboratories have been established to provide excellent conditions and environment for high-level personnel training, scientific research and social services.
Under the leadership and guidance of several generations of leaders with rich academic attainments and good teachers' ethics, such as Hou Yunguang, He Dunliang, Chang Xintan, Xu Jingcai and Deng Jun, and after more than eighty years of development based on three major areas: mine safety, chemical safety, and urban safety, 7 distinctive research directions have been formed, including coal fire disaster prevention and control, intelligent gas extraction and control, intelligent mine ventilation safety protection, emergency rescue, safety and emergency management, industrial fire and explosion prevention and control, and fire protection science and engineering. In recent years, it has undertaken and completed more than 70 national projects, such as key projects of the National Natural Science Foundation of China, projects of the National Key Research and Development Plan, and International Science and Technology Cooperation Projects, as well as more than 130 provincial and ministerial projects, and more than a thousand horizontal projects entrusted by enterprises.A number of remarkable scientific research achievements have been made, including 6 National Science and Technology Progress Awards, 2 National Teaching Achievement Awards, and more than 60 First and Second Prizes of provincial and ministerial level science and technology progress awards. The College has published more than 90 textbook materials and works and more than 1,000 academic papers. It has also won more than 100 national invention patents. Some achievements have been put into practice and applied in coal mines, mine rescue bases, and fire rescue institutions, and exported to countries such as Australia, Russia, and Bangladesh.
The College attaches great importance to international cooperation and exchanges, and successfully hosted many high-level academic conferences such as the 11th International Mine Ventilation Congress, which was held in China for the first time. Good scientific and educational cooperation and academic exchanges have been established with universities and research institutes in the United States, Germany, Japan, Australia, Poland, Austria, and other places. The College has also funded many teachers and students for exchange visits and study. With above efforts, the international cooperation has achieved fruitful results.
The College adheres to the fundamental task of cultivating people by virtue, takes on the initial mission of "educating people for the Party and cultivating talents for the country", passes on the spirit of "Moving to Western Regions", and carries forward the "Populus Euphratica Spirit" of "Motivated and Self-driven", and advocates the spirit of "Dedication to work, pursuing genuine knowledge, working hard and selfless devotion". Keeping in mind the school motto of "the national interests are above all else", and with the west as a foothold, the College is oriented to the whole country and has trained a cohort of high-level technical and management talents who would like to stay and contribute to local development.
The College will seize the strategic opportunity of establishing Xi'an University of Science and Technology by the Ministry of Emergency Management and the Shaanxi Provincial People's Government, and establishing the College of Safety Science and Engineering by the Xi'an Municipal People's Government, the Education Department of Shaanxi Provincial Government and the Shaanxi Provincial Emergency Management Department. We will advocate the concept of "XUST's safety cultivates the indomitable" and make active contributions to the development of emergency management in the new era. We will adhere to the principle of "cultivating people by virtue", focus on "four orientations", and strive to build a national first-class and world-renowned high-level personnel training and scientific research base in the safety field.(September 2021)
