It reviewed the development plan of the schools and departments during the 14th Five-Year Plan and the safeguard measures of functional departments. It is necessary to strengthen the assessment of planning objectives and tasks, further compact the responsibility for planning implementation, and form a planning implementation mechanism with linkage from top to bottom and overall efforts.
